Governor Sherrill Signs Executive Order Bringing Government Together to Accelerate Housing Production Inbox

By Adam Rizvi | Editor-in-Chief, The India Observer (TIO): TRENTON, NJ — Mikie Sherrill has signed Executive Order No. 17, launching a coordinated statewide effort to accelerate housing production and expand access to affordable housing opportunities for New Jersey residents.

The order directs multiple state agencies to work together through what the administration describes as a whole-of-government approach to address the state’s growing housing affordability crisis. The Sherrill administration expects to release a comprehensive housing plan by September 2026.

“We can’t make New Jersey more affordable without making housing more affordable,” Governor Sherrill said in announcing the initiative. “With this Executive Order, we are aligning every tool at our disposal to accelerate housing production and make it easier for families to put down roots in the communities they love.”

The governor emphasized that the measure, signed within the administration’s first 100 days, reflects a broader effort to reduce living costs, strengthen communities, and expand economic opportunity across the state.

Executive Order No. 17 establishes a Housing Governing Council, which will be convened within 45 days and chaired by the administration’s Chief Operating Officer. The council will include leadership from several major agencies, including:

  • The Department of Community Affairs
  • The Housing & Mortgage Finance Agency
  • The Economic Development Authority
  • NJ Transit

Additional state agencies are expected to participate in the effort.

Within 60 days, all participating agencies must submit written reports to the Governor’s Office reviewing regulatory, financial, and administrative barriers that may be slowing housing development. These reports will identify opportunities to

  • Reduce bureaucratic obstacles to housing construction
  • Utilize underused state-owned land for development
  • Improve coordination among agencies
  • Expand access to affordable and workforce housing

By September 24, the Housing Governing Council will deliver policy recommendations addressing five key areas:

  • Defining statewide housing goals
  • Tracking and accelerating housing production
  • Converting surplus state property into housing developments
  • Coordinating funding and financing for housing projects
  • Expanding access to affordable housing opportunities

Several state lawmakers and housing advocates welcomed the initiative.

State Senator Benjie E. Wimberly said rising housing costs are affecting families across New Jersey and emphasized the need for coordinated action.

“This executive order speaks directly to our communities,” Wimberly said, noting that developing state land and expanding affordable housing options could help working families, seniors, and veterans struggling with rising costs.

Assembly Majority Leader Lou Greenwald also highlighted the importance of expanding housing supply, particularly near transit corridors and employment centers.

“Our housing supply has not kept pace with demand,” Greenwald said. “Meeting this challenge requires urgency and the use of every tool available to expand housing opportunities across the state.”

Assembly Housing Committee Chair Yvonne Lopez (D-Middlesex) said lawmakers look forward to working with the governor to address the shortage of homes.

“Together, we must work to end New Jersey’s housing shortage and help people find a place to call their own,” Lopez said.

Housing advocates say the state’s shortage of affordable homes is contributing to rising rents and making homeownership increasingly difficult for many residents.

Adam Gordon of the Fair Share Housing Center said stronger coordination among agencies could help speed up development and expand housing opportunities.

Meanwhile, Peter Kasabach said increasing housing supply will be critical to stabilizing costs.

“New Jersey’s housing crisis is real,” Kasabach said, noting that redevelopment and modernization of zoning policies could help communities expand housing options while supporting economic growth.

Advocates from organizations including Habitat for Humanity and Monarch Housing Associates also expressed support for efforts aimed at removing regulatory barriers and increasing housing production.

Governor Sherrill’s administration plans to release a comprehensive housing strategy later this year, incorporating recommendations from the Housing Governing Council and participating agencies.

Officials say the plan will focus on expanding housing supply, improving affordability, and ensuring that residents across New Jersey have access to safe and stable housing.

For many policymakers, the initiative represents an important step toward addressing one of the state’s most pressing economic challenges.
