According to Singh’s campaign, the plan centers on expanding the use of modern modular construction and advanced manufacturing techniques to speed up housing production while lowering overall development costs.

“Housing affordability is one of the biggest challenges facing working families in NJ-12,” Singh said in a statement. “We need solutions that actually work in the real world. This plan focuses on reducing costs, cutting delays, and making housing more attainable while respecting local communities and decision-making.”

The proposal calls for a federal initiative designed to support regional housing production ecosystems along the Route 1 corridor in NJ-12, including communities such as Trenton and Princeton. The initiative would bring together manufacturers, local governments, workforce programs, and financing partners to increase housing production capacity.

Singh’s plan proposes a voluntary federal certification system for modular housing designs that meet safety and quality standards. Municipalities could choose to adopt these pre-approved plans to reduce permitting delays while maintaining full authority over zoning and development decisions.

The proposal also suggests providing priority access to federal infrastructure funding, planning grants, and site-readiness support for municipalities that streamline permitting processes and adopt transit-oriented housing strategies.

Singh’s campaign is advocating for updates to federal housing finance programs to better accommodate modular construction, with the goal of lowering borrowing costs and improving project predictability.

The plan envisions a national marketplace of pre-approved housing designs, allowing municipalities, nonprofit organizations, and developers to purchase homes at lower costs through standardized production and bulk purchasing agreements.

Tax incentives would be introduced to expand U.S.-based manufacturing of housing components, supporting domestic job creation while stabilizing supply chains.

The proposal also calls for expanded apprenticeship and training programs aligned with modern construction methods to build a skilled workforce for the future of the housing industry.

Singh said the Route 1 corridor within NJ-12 is well positioned to lead innovation in housing production due to its research institutions, skilled workforce, and transportation access.

“This is about building a housing production economy right here in NJ-12,” Singh said. “We can create good-paying jobs, support small businesses, and deliver real affordability for families across our communities.”

  • Improved construction quality and durability
